2 August 2019
Issue Number 2

Welcome

Welcome to the latest update for town and parish councils about the work taking place to deliver the new Buckinghamshire Council.

With just eight months to go until the new council, we've made a lot of progress although there's still a long way to go. Thank you for your support and involvement so far.

In this edition of the newsletter, we'll take a look at:
  • Feedback from the recent workshops
  • Devolution of highway services
  • Community boards consultation
  • The latest news
  • How to keep up-to-date

Keeping it local: design workshops

Thank you to everyone who attended one of the workshops held throughout June. We hope you found the discussions during the workshop to be helpful and informative.

In total, 156 people participated in the workshops with 98 town and parish councils represented, with a number of common themes being raised in each workshop.

A report providing a summary of the key messages arising from these initial engagement events is now available to download here

Your views have been considered and used to help inform our proposal for Community Boards which will soon be open for consultation - see below for details.

Devolution of highway services

As part of the feedback from the workshops, you asked for clarification regarding existing agreements for the devolution of highway services.

We're pleased to confirm that at the Shadow Executive meeting, held on 23 July, it was agreed that existing funding agreements for the devolution of highway services, including urban grass cutting, would be extended for a further two years. Existing agreements will therefore continue on the current terms until 31 March 2022.

Letters confirming the details of this extension will be sent to the relevant Town and Parish Councils by the end of August.

As you are aware we are in the process of developing a wider devolution offer. This would be far broader than just highways services. We will be engaging with you in due course regarding the shape of this new offer and it is anticipated that it will be presented to the Shadow Executive in autumn 2019. We will keep you informed as the offer is developed.

Community boards consultation

From 12 August, we’ll be starting a public consultation regarding our proposals for new community boards across Buckinghamshire.

We're keen to hear views from across the county and plans are underway to help promote this consultation. This includes drop-in sessions, information boards in public libraries and social media. We'll also be sending emails with information about the consultation to town and parish councils, key partners, and other relevant contacts.

The consultation will run from Monday 12 August to Friday 27 September. Once the consultation is live, please help us spread the word.

Chief Executive appointment

On 23 July, Rachael Shimmin was officially announced as the Chief Executive of the new Buckinghamshire Council. Rachael's appointment followed a thorough recruitment process which started in early June and was overseen by the members of the Senior Appointment Sub Committee.

After her appointment, Rachael commented: “Setting up the new Buckinghamshire Council is a once-in-a-career opportunity. The communities of Buckinghamshire deserve the best possible public services and I am excited to be heading up the organisation that will deliver them”.
