The metaverse should enhance reality rather than replace it, offering unique virtual locations and customizable virtual workplaces. VR technology has found success in safety training and hands-on fields, but wider adoption is hindered by the unnatural feel of headsets. The metaverse still has potential, but developers need to prioritize the needs of real people.

Philadelphia's full-time return-to-office (RTO) mandate has been upheld by a county judge, making it the first major U.S. city to issue such a mandate since the pandemic began. All 26,000 city employees are now required to work from the office five days a week. The ruling sets a legal precedent and may influence other cities to enforce similar mandates, despite concerns raised by public employee unions about office readiness and childcare challenges.
Philadelphia's office vacancy rate decreased in the second quarter, but not due to new leases. Instead, large blocks of office space undergoing conversion to multifamily, hospitality, or mixed-use were declassified as office space. The completion of the 1701 Market conversion was the first step in a trend of building owners converting office space to alternative uses. This could result in up to 2.5 million square feet of office space being converted, consolidating ownership and potentially impacting the market. The rest of the year is uncertain due to conversions and potential distress in the market.
Developers in Miami rushed to meet the demand for office space during the pandemic, resulting in nearly 2 million square feet of space under construction by the end of 2023. The first projects are now coming online, revealing mixed success for developers. While two of the three buildings delivering this quarter are fully leased, another is completely vacant. Brickell continues to drive rent growth in Miami, and the delivery of 830 Brickell is highly anticipated. Overall, the office leasing market in Miami has been steady but below pre-pandemic levels. Miami-Dade County saw leasing activity of approximately 740,000 square feet in the second quarter, matching the first quarter but 11% below the same period last year. The flight to quality trend, where companies upgrade their office space while downsizing their footprints, has pushed rental rates higher. However, concessions are rising as landlords compete to attract tenants. While some areas like Brickell and Downtown have seen increased activity, the lease-up of office spaces in other areas, such as Miami Worldcenter, has been slower. The coworking market has also seen significant growth in Miami, with nearly 3 million square feet of shared space. Despite the current construction boom, prospective tenants are waiting for economic conditions to stabilize before committing to larger footprints.
Denver's office market shows signs of recovery as positive net absorption is recorded in the second quarter, driven by leasing activity in the suburbs. While vacancies remain elevated, older buildings contribute to higher rates, while Class-A downtown properties have a lower vacancy rate. The delivery of a new office building downtown boosted vacancies, but average rents increased, driven by demand for prime office buildings. The tech sector and government agencies are slowly returning to the market, with government entities showing significant job growth in the second quarter.
Sales of office properties in NYC have surged, surpassing the billion-dollar mark in the second quarter of 2024. End users, family offices, private buyers, and high net worth individuals are taking advantage of the market's low point, while institutions are holding off on purchases. The trend of office sales includes both end users buying their own buildings and private investors, with a focus on office-to-residential conversions. The market is still far from its peak, but the increase in activity signals a positive trend for the office market in NYC.
Rising office vacancy rates in the US are leading to falling property tax revenues, putting pressure on state and local government budgets. This could result in increased tax rates on commercial and residential properties, shifting the tax burden to suburban residential homeowners. Law firms in America are reducing office space per attorney, but the expected efficiencies have not been realized. Savills' Law Firm Benchmarking Report found that the average square-foot-per-attorney space allocation in AmLaw 100 firm locations is higher than the target metric of 500-750 SF/atty. Reasons for the discrepancy include offices not being fully occupied, space allocation for future growth or contract attorneys, and the cost of renovation.
According to a poll by International Workplace Group, 93% of CEOs have personally adopted flexible working patterns and now split their working time between different locations. The majority of CEOs (62%) are splitting their time between a central office, local flexible workspace, and home. Elon Musk announced that SpaceX and the social media company formerly known as Twitter will be moving their headquarters from California to Texas. Musk cited a new law banning schools from informing parents about gender-affirming care as the reason for the relocation. SpaceX will move its HQ to Starbase, Texas, while the social media company will move to Austin. This follows Tesla's move of its headquarters from Silicon Valley to Austin in 2021.
Tishman Speyer has secured a 10-year, 106K SF lease with the commonwealth of Massachusetts at the One Federal Street tower in downtown Boston. Six state agencies will be relocating to the tower, reducing their total square footage by 24K SF. The lease represents the largest new office lease in the city this year and highlights the demand for older office buildings offering affordable rents.
Accountancy firm BDO has signed a lease for a 220K SF office space at The M Building in Marylebone Lane, London. The Westminster City Council has also agreed to proceed with the transformation of Oxford Street, despite not securing private financing for the project. The council plans to spend £89M on Oxford Street, with the aim of revamping the famous street with wider pavements, trees, and better crossings.
