The JP9711-1 Project target Core Simulation Capability (CSimC) sought by Defence is the capability to realise a persistent (available on demand), integrated and distributed managed simulation service which underpins the Australian Defence Force single-service, joint and combined (with allies) simulation-enabled collective training.

The CSimC is expected to be delivered by contracting a single prime ICT managed service provider (either single firm or prime-led consortium). The CSimC provider would prepare, execute and support simulation-enabled collective training exercises on simulation systems collectively referred to as the Defence Synthetic Environment (DSE). Also, provide ICT maintenance and systems integration services to sustain and enhance the DSE over its life of type, including integrating new simulation applications and networking previously stand-alone simulators/part-task trainers in order to maintain currency with other new ADF and allied capabilities.

Further to the JP9711-1 CSimC Industry Briefing session held on 13 November 2015, Defence now intends to provide an opportunity for industry to engage one-on-one with the Defence JP9711-1 Project Team, and invites industry to register for a one-on-one meeting. A battery of one-hour meeting sessions have been allocated for one-on-one industry meetings over five days from 16 to 23 February 2016, one meeting per firm/consortium. Meetings will be conducted strictly in accordance with the attached One-on-One Meeting Instructions and draft Deed of Participation.

Prospective participants are reminded that the JP9711-1 CSimC Project is still subject to Government Approval currently scheduled for mid-2016. While it remains Defence’s expectation to release an RFT for CSimC services, the meetings do not form part of any formal procurement process and do not represent a commitment to progress any future procurement or other process.

Industry participants who seek to participate in a one on one Industry Meeting are to register to the Defence representative at the email address ashley.pagett1@defence.gov.au to participate in an Industry Meeting. Registrations close at 1600 hours on Thursday 11 February 2016. 

The request at a minimum is to include:

(a)          An executed Deed of Participation for JP9711-1 One-on-One Meetings

(b)          The preferred day and session and two alternatives (refer to the Instructions for industry meetings for session times), Defence will confirm availability within two working days.

(c)          Name, role and contact details of those representatives who will be attending the meeting, limit to four representatives.

(d)          Purpose of the meeting - what the Industry Participant seeks to achieve from the one-on-one meeting, noting the meeting will follow the set agenda.

(e)          Questions on Notice - specific clarifications and/or questions the Industry Participant wishes answered during the one-on-one meeting.

It is a Commonwealth requirement that the Participant execute the Deed of Participation prior to participating in the Industry One on One Meetings.
